The Trump administration made progress on the "CLARITY Act," the SEC proposed a draft regulation on crypto asset oversight for the first time, and the CFTC stated that if congressional legislation stalls, it will push for the establishment of an independent crypto market regulatory framework.
This week, Trump met with leaders of several crypto companies at the White House and publicly called on Congress to pass a "fair version" of the "CLARITY Act." Industry representatives from Coinbase, a16z, Ripple, Kraken, and others participated in the meeting, focusing on the impact of the act on U.S. employment, innovation, and attracting crypto companies back to the U.S.
Currently, the main obstacles to the bill's advancement revolve around certain ethical provisions. Trump believes that the related regulations may target individuals, but industry insiders are working to find a compromise that will garner bipartisan support.
CFTC Chairman Mike Selig stated that the "CLARITY Act" is key to avoiding regulatory uncertainty. If Congress continues to delay, the CFTC will use its existing authority to establish regulatory rules for the crypto asset market.
Meanwhile, the U.S. SEC formally proposed the "Crypto Asset Rule Framework," planning to allow certain crypto fundraising to be exempt from full securities registration under certain conditions. This includes fundraising amounts of up to $5 million cumulatively over four years or $75 million annually, and providing a conditional safe harbor for some token projects.
In addition, the SEC is considering limiting certain state securities registration requirements to provide U.S. crypto companies with a clearer compliance path.
Market participants believe that recent actions by U.S. regulatory agencies indicate that Washington is transitioning from its previous enforcement-focused regulatory approach to establishing a systematic crypto asset regulatory framework.
On the other hand, former Signature Bank Chairman Scott Shay launched the N3XT Digital Dollar (NDD) project, aiming to challenge the stablecoin market. NDD operates on a public blockchain, enabling round-the-clock dollar transfers and is backed one-to-one by cash and short-term U.S. Treasury bonds.
Shay stated that banks can use blockchain technology to create a stablecoin-like payment system while maintaining the dollar's credit advantage within the traditional financial system. The project is seen as a new attempt by banks to address stablecoin expansion.
Additionally, the crypto investment market is entering a new cycle. Dragonfly Partner Rob Hadick stated that despite AI attracting significant capital, crypto entrepreneurial activity is rebounding. Future predictions markets, institutional applications, and U.S. regulatory improvements could drive industry growth.
