StarkWare CEO Proposes 4% Bitcoin Issuance, Reopening 21M Cap Debate

CoinEx News: StarkWare CEO and co-founder Eli Ben-Sasson said on X on July 7, 2026 that Bitcoin's 21 million hard cap should be replaced by a maximum 4% annual issuance rate. He argued that lost private keys steadily shrink usable BTC supply, and that ongoing issuance would keep miner rewards alive as block subsidies keep halving. A hard cap is Bitcoin's fixed supply limit; changing it would require broad agreement across miners, node operators and developers, not one executive's view.
