Protocol Net Revenue means fees left after costs; the split is 8% to the tokenholder-controlled treasury and 2% to developer funding. Fees on Arbitrum One continue to go 100% to the Arbitrum treasury. The update gives ARB a clearer revenue hook from enterprise L2s.
