The goal is to free up more space for non-voting transactions, allowing approximately 400ms blocks to process more complex transactions, thereby increasing throughput, reducing congestion failure rates, and easing fee pressure. This is another expansion after SIMD-0256 increased it from around 50 million to 60 million.
