All signaling miners come from DATUM miners sharing rewards through OCEAN. Signals outside of OCEAN are 0. The 55% voluntary threshold for this period is mathematically unattainable. OCEAN has set the BIP-110 signal of its existing endpoints as the default. The BIP-110 guide directs node operators to use Bitcoin Knots and miners to use DATUM. Regardless of intent, BIP-110 has effectively become a vertical integration marketing campaign between Knots and OCEAN/DATUM.
Prior to block 961,632, BIP-110 was voluntary. From block 961,632 to 963,647, their software will reject all blocks that have not signaled. Any "100% signal" shown during this window is merely the result of rules enforcement, not voluntary miner support or Bitcoin consensus.
